I was e-mailed by an eBay member from Australia; ( although I can't substantiate the story ); that this is a commemorative plate that was presented by certain members of the Australian government to selected visitors.  It was evidently, not something that is; or was; readily available to the general public in souvenir and gift shops across the continent.
